Norfolk is Known as “A City of Plans” and for Good Reason — So Successful Some Say Our City Bird is the Crane!
A “metamorphosis” isn’t too strong a term to use when you compare Norfolk now to what it was even in the late seventies as it was in need of recovery from the past. Since then, Norfolk’s leadership has continued to guide investments in public projects that serve the needs of its citizens.

In the Downtown Norfolk 2010 plan, the dream of transit-oriented developments along a light rail line has spurred over a billion dollars in investment and now, the 2020 plan which highlights a multimodal center, a state-of-the art library, public spaces, a courthouse and repositioning a city icon, The Waterside Festival Marketplace is masterful in purpose.
Outside of the Downtown, public investment projects range from police and school facilities, golf courses to rock walls in recreation centers to libraries and now a skateboard park.
Slover Memorial Library
The 108,000 square foot library will consist of the interim Norfolk Main Library at the Seaboard Building, located at 235 East Plume Street, and a new adjoining building. A nationally recognized New Haven, Connecticut architectural firm, Newman Architects, was recently selected by the city to lead the creative team developing the new library. The city plans to combine the historic integrity of the Seaboard Building with a seamless expansion creating a state-of-the-art, highly efficient library complex. A $20 million dollar gift from Frank Batten Sr., announced in 2008, allowed the city to accelerate the planning and construction of the downtown library by at least ten years. Providence Associates, a library consulting firm, will help to develop the program and building plan for the library. Construction could begin as early as 2011.

Second Police Patrol Facility
The new Second Patrol Police Facility is currently under construction and is scheduled for completion in early 2011. It will be located in the Central Business Park, adjacent to the Oakwood Elementary School. The new facility is to be 42,000 square feet and will house the Second Patrol Division, Traffic Unit, and Homeland Security Division. It will also contain a 3,000 square foot Community Room. This state-of-the-art police facility will be a LEED-certified (Leadership in Energy and Environmental Design) ‘green building’. The total project cost for this new facility is anticipated to be $12 million.
