Grant funds will be available to small for profit businesses and nonprofits physically located in the City of Norfolk affected by COVID-19. Priority will be given to minority and women owned businesses. Applicants will be required to demonstrate that they were operational pre-COVID-19, and that they are suffering negative impacts from COVID-19 closures. Funds are meant to reimburse businesses for the costs of business interruption caused by required closures due to COVID-19.

Small Business Grants

Micro-Enterprises: 0 to 5 employees

  • $5,000 for businesses with zero (0) to five (5) employees

Small Business: 6 to 25 employees

  • $15,000 for businesses with six (6) to twenty-five (25) employees

Small Business: 26+ employees

  • $25,000 for businesses with twenty six (26) to fifty (50) employees

What can funds be used for:

  • Employee compensation (including wages and benefits)
  • Working capital
  • Equipment
  • Inventory
  • Rent
  • Other business-critical operating expenses

Eligibility Criteria:

  • Be physically located within the city of Norfolk city limits
  • Must have a 2020 City of Norfolk business license
  • Employ 50 or fewer employees as of Jan 1, 2020 (Total number of W2 employees both Part Time, Full Time, Owners and 1099s)
  • Owner of multiple legal entities can only apply for one business per round
  • Have been established before Jan. 1, 2020
  • Have been affected by the COVID-19 pandemic
  • Not currently engaged in bankruptcy proceedings or dissolution
  • Proof of expenses and/or invoices to be paid
  • Franchisee principal address must be located in the city of Norfolk and franchises are eligible for only one grant regardless of the number of locations in the city

Nonprofit Grants

Awards will be based on documented need and supportive services delivered to City of Norfolk Residents

  • $15,000 for nonprofits with fifty (50) or less employees
    • Employee count exceptions such as seasonality will be considered on a case by case basis

Selection and Approval Process

Historically-disadvantaged business owners will be weighted with preference. 

Review/scoring process to be conducted by EDA Board Members and/or employees of the City of Norfolk. The City of Norfolk Economic Development Authority Board of Directors must approve all grant funding requests. Application intake will take place starting August 5th and will repeat monthly as follows:

Round 1 (August):

  • August 5th – August 14th: Applications will be accepted
  • August 17th – August 28th: Administrative oversight and committee review
  • September 2nd – September 4th: Grant approval and disbursement

Round 2 (September):

  • September 2nd – September 13th: Applications will be accepted
  • September 14th – September 25th: Administrative oversight and committee review
  • October 7th – October 9th: Grant approval and disbursement

Round 3 (October): 

  • October 7th – October 18th: Applications will be accepted
  • October 19th – October 30th: Administrative oversight and committee review
  • November 4th – November 6th: Grant approval and disbursement

Round 4 (November):

  • November 4th – November 15th: Applications will be accepted
  • November 16th – November 27th: Administrative oversight and committee review
  • December 2nd – December 4th: Grant approval and disbursement
