Tourism Zones
The City of Norfolk has established 3 Tourism Zones. These zones allow the City to compete for future state funding from tourism projects as well as qualify a project for the Tourism Development Financing Program. The goal of the tourism zone is to stimulate business attraction, growth, and increased employment opportunities in certain areas of the City. The establishment of a tourism zone shall not preclude the area from also being designated as an enterprise zone. In May 2017, the City Council adopted plaNorfolk2020 as the comprehensive plan of Norfolk and determined it would be advantageous to expand economic activity that capitalizes on Norfolk’s locational advantages and economic assets supporting efforts to promote Norfolk as a tourist and convention destination.

Norfolk Tourism Zone
As part of the Downtown Norfolk Tourism Zone, the Elizabeth River Trail, an urban bike and pedestrian trail along Norfolk’s iconic Elizabeth River and continuing north through to Downtown Tourism Zones has been included.
